In answer to your two questions. When we suspect cheating we get out of the game, load glows ourselves, get back in and spectate so we can see the same thing the suspected player is seeing. Enough instances of strange behavior and we are sure enough to warrant protecting the fair players against exploits. It's the only way I know how. You know as well as I that there is no "proof" of cheats in Spearhead. There are plenty of undetectable cheats available on the web so we do what we feel is best for our server.
